This plan assures special attention to employment in rural areas. If people could get adequate earning opportunities where by they normally resided, they would not migrate to urban areas. Such expansion of employment opportunities called for a shift in the emphasis in rural development programmes from the creation of relief type of employment to building up of durable productive assets in the rural areas.
